Sleeves sit as separate arm coverings instead of being attached to the main outfit, like fancy arm warmers that leave the shoulders and upper arms bare. You usually see them paired with shrine maiden, idol, or dressy fantasy looks, where the loose cuffs and ribbons frame the body while the rest of the clothes get pulled aside or stripped off. They add a cute, ornamental vibe even when the character is naked, getting groped, or bouncing around while fucked.
